The Dhaka Secondary and Higher Secondary Education Board has issued an urgent set of guidelines regarding the formation of Ad-hoc Committees for private educational institutions (schools and colleges) across the country.
The most significant change in the directive is the mandatory requirement for the Chairperson of the Ad-hoc Committee to hold at least a Bachelor’s degree (Pass) or its equivalent.
Official NotificationThe directive was formalized in a notice signed by Professor Dr. Khandaker Ehsanul Kabir, Chairman of the Dhaka Education Board. The notice instructs all institutions to strictly adhere to the Ministry of Education’s circular issued on March 16, which aligns with the “Private Educational Institution Regulations 2024” (as amended on August 31, 2025).
The New Nomination ProcessAccording to the board, the process for appointing a Chairperson must now follow a specific, transparent protocol:
Three-Person Panel: The head of the institution must propose a panel of three individuals, including their detailed resumes, for the position of Chairperson.
Verification Channels:
Metropolitan Areas: Proposals must be sent through the Divisional Commissioner.
Districts/Upazilas: Proposals must be routed through the Deputy Commissioner (DC) or Upazila Nirbahi Officer (UNO).
Eligible Candidates: Names can be proposed from the following categories:
Active or retired First-Class officers from government, semi-government, or autonomous bodies.
Retired academics or renowned educationists.
Local philanthropists, prominent social workers, or founders of the institution.
The Education Board will then select and appoint one individual from the proposed list of three to serve as the Chairperson.
Special Exceptions and Enforcement
While a Bachelor’s degree is the standard requirement, the Ministry retains the authority to make exceptions for individuals who have made extraordinary contributions to the expansion of education or possess unique qualifications.
The Dhaka Education Board emphasized that these rules are being implemented to ensure transparency at the field level and to maintain a healthy academic environment within private institutions. All concerned institutions have been requested to implement these instructions with immediate effect.
