Graduation Now Mandatory for Private School Committee Heads: Education Ministry Issues Gazette

In a significant move to reform the administration of private educational institutions, the Ministry of Education has officially mandated that individuals must hold at least a bachelor’s degree (graduation) to be appointed as the Chairman or President of a Managing Committee or Governing Body. The formal gazette notification was issued on Monday evening (March 16).

New Regulatory Framewor The directive follows a high-level meeting held on March 10 regarding the formation of Governing Bodies, Managing Committees, and Ad-hoc Committees for lower-secondary, secondary, and higher-secondary institutions.

According to the “Regulations for Governing Bodies and Managing Committees 2024” (amended August 31, 2025), the new guidelines for the Dhaka Education Board (Regulation 75/2) and other boards (Regulation 74/2) include:

Minimum Qualification: The general educational qualification for the President of an Ad-hoc Committee must be a Graduate degree or its equivalent.

Special Exceptions: In exceptional cases, the Ministry reserves the right to appoint individuals who have made extraordinary contributions to the expansion of education or possess other special qualifications, regardless of the baseline degree.

Selection Process for Ad-hoc Committees

To nominate a President for an Ad-hoc Committee, the head of the institution must submit a proposal containing the names and CVs of three individuals to the respective Education Board. These names must be vetted through:

Divisional Commissioners (for metropolitan areas).

Upazila Nirbahi Officers (UNO) or Deputy Commissioners (for other areas).

Eligible Candidates Include:

Active or retired First-Class government/autonomous body officials.

Retired academics or renowned local education enthusiasts.

Reputed local social workers or founders of the respective private institutions.

The Education Board will then select and appoint one individual from the proposed list.

Minister’s Vision for Competent Leadership

Earlier on Monday afternoon, Education Minister Dr. A.N.M. Ehsanul Hoque Milan briefed the press on the decision.

“We are setting a baseline of a graduate degree for those wishing to lead Governing Bodies,” the Minister stated. “However, we aren’t stopping there. Beyond the degree, we will prioritize merit, skill, and contribution. Our goal is to bring the most qualified and capable individuals into the higher tiers of our educational structure.”
